A government website dealing with citizens’ complaints crashes frequently due to poor infrastructure. As an officer, how would you balance budget constraints and technical improvements?

Being a student from the IT sector, I had been working as a freelancer as a website developer and project debugger since my matriculation. And I have been working for many of the projects in this interval. So, I have a lot of information about this specific topic.

Unfortunately, in the case of Pakistan, in which a lot of websites are available, including private websites like blogs and other websites, and on the other hand, there are some government websites also. But, unfortunately, the private websites are working very well, and they are exiling, no doubt. But, in the case of government websites, there is a lack of IT technicians and up-to-dated knowledge, people to keep the system on the highest standards.

As a result, what happens is that the system of our website, of our government websites, usually hack and hangs. It is because when we know that there is a lot of traffic coming to the website on a specific event, let us suppose if the board website is unable to handle lacks of visitors in a specific period of time, maybe a day or two during the board result date. So, it will cause damage to not only the reputation of the website but also the data of the website because the server, the hosting server on which the website was uploaded, is solely hacked and hanged.

So now, no one is able to assess the files of that server, of that website, and hence, a lot of data will be lost for a specific period of time.

Moreover, if we take a site on the government websites, especially educational-related websites, like a website of an educational board, let us suppose Faisalabad board buys. So, we come to know that they are not updated for many years because their footer contains a copyright text which represents that it was updated in 2018 the last time and which was up to seven years ago.

So, how can we say that the website, which is not well maintained, unlikely to the private blogs and websites, can excel and handle a lot of traffic, a lot of traffic amount?

And another type of problem which might be causing this issue is poor hosting server usage. As we know that there are a lot of hosting providers working in a country as well as at the international level, but due to financial cost or other corruption factors, most of our government websites, especially the educational ones, are preferring the cheapest hostings. No matter how quality services they are providing, but they use the hosting providers with the minimal cost.

Moreover, if they are choosing the hosting providers with fair cost for them, still then they are preferring to use the Pakistan-based hosting servers, which are, I think, not good for the websites to handle such huge amount of traffic. Because on the same price, many hosting providers from the USA, Europe, or American countries are also available for the same cost, which are more than just capable of handling and organizing traffic of millions of people because many popular websites like Google Search and Facebook are also hosted on them.

Moreover, such type of hosting are also the most capable to store a lot of data and with privacy and a lot of other protection mayors.

To handle and tackle this situation, we need to take some mayors. First of all, being a CSP officer, having a degree from the IT sector, I will be able to oversee a team of multiple people working on a specific project or a government website.

So, the plan is to hire freelancers on a freelance basis, like on a daily wage, and to oversee the specific part of the problem. Let us suppose we have five freelancers for each board website, and they are taking care of the data and user interface.

So, it will be the best thing because the freelancers are those people who keep their knowledge and skills up to date with the innovations of the world and the world technologies. On the other hand, we will have some permanent members of the team also. There will be those who will be in charge of backend services of the website, like writing the logic, getting the content ready, and especially for the integrity of data.

In this way, half of the cost will be paid by the government directly on a monthly basis, while the other half will be paid by the government funds because the freelancers will not be the permanent members of our team. So, we can hire them sometimes when they are needed, and it will not only save the financial cost of our government but also will be beneficial for our system because we will have access to the most up-to-dated sector of people for the specific job target.
